What changed in 2025
The 50 per cent quota is gone. The thinking is not.
Under the Standards for RTOs 2025 you no longer race to validate half your scope in three years. You justify a risk-rated schedule instead — and you still cover every training product inside five years. If a consultant is still quoting the old quota, they are reading the old Standards.
Two different obligations
Pre-use review is not validation.
After you assess — Standard 1.5
Validation looks at the whole assessment system, including real judgements from real cohorts. One activity cannot discharge both obligations.

Our validators hold the training and assessment credential plus vocational currency in what they validate. For TAE products the Standards go further: the validator must sit outside your RTO entirely. That is the service we are built around.

Sample sizes stay risk-banded; every unit still gets its own report.
